Us supreme court deemed kids more vulnerable to negative forces in life to lean them towards criminal behavior such as peer pressure.
Unlike adults they cannot control or escape dysfunctional homes or neighborhoods.
Environment can produce a certain kind of kid.
-One approach would be alter their environment.
-Support families in trouble.
-More resources a family has the less stress their will be.
-Greater chance for rehabilitation for younger offenders.
>It is misguided to compare the offenses of a minor and the offenses of an adult because they are separate.
>Juveniles that are transferred into the adult justice system are more likely to create more delinquency.
-2010 movement is going towards life in prison without the possibility of parole.
- Applies same logic in Gramm vs Florida concluding that children convicted of non homicides crimes could not be sentenced to life in parole.
-juveniles are more likely to be able to change and be rehabilitated.
-Activist supreme court would be one that overturns established supreme law.
-Laws and previsions allow children to die behind bars. HERTZ

Intimate Partner Violence = Family Violence…

Defined: Husbands and other close personal relationship cohabitants that are treated with dangerous amounts of violence.
(Researchers say that those who do not live together before marriage have a larger chance of violence to occur in the home after the wedding and the move was made.)

(number killed by strangers are slower going up and killed by friends and family is slowly going down)

Patterns of Behavior
“Serial Partner Predators” : career criminals after sixth offense.
- no way to predict who the violent folks will be.
-Abusers from colony in Massachusetts 15% were found to be serial predators by searching offenders that had several restraining orders by several different victims. (study done in 1990)
-How do we protect the next offender
-Few states have shown increases in punishment after multiple burglary crimes but not several domestic disturbances. <—-dumb
-These acts are defined and prosecuted as misdemeanors not felonies.
-Texas: third offense non violent felony = life in prison. Any amount of prosecutions for violent family crime…no increase in punishment.
-Almost half individual offenders that were convicted of abuse are not with their original victims but a majority if not all are still offending…
